It really depends upon how much weight you feel your Cocker Spaniel needs to lose.
There are a few ways you can help your dog to lose weight but, before you begin, you must be certain that he's fit and healthy - perhaps ask your vet to give him a quick check first.
I'm assuming you know how much weight your Cocker Spaniel needs to lose and that you have a target figure in mind. If you don't know what your dog should weigh, telephone your veterinary surgery and ask - I'm sure they'll be happy to help.
Alternatively, you might like to use this as a guide to determining the ideal cocker spaniel weight.
Once you've a target weight loss in mind, you can begin.

It's a good idea to make sure your cocker spaniel gets plenty of exercise - at least a one-hour walk each day. If you already do this, increase it to two walks per day, if you have the time (and the energy!).
Playing with your dog also helps - get him running after a ball or a Frisbee to get his heart and lungs pumping - that should do the trick!
Watch what you (and other family members) feed your Cocker.
Check that you're feeding him the correct amount of food. You can do this be checking the dog food manufacturer's labels - they should give a guide to a recommended daily food allowance depending on the age and size of your pet.
If you discover that you've been overfeeding your dog, reduce it to the recommended guidelines immediately.
Cut out all titbits and treats - be firm with this as those extra calories really do mount up!
