Should I buy a female or a male cocker spaniel? I'm looking for a small dog and one good with a 3-year old little boy.

It doesn't really matter whether your dog is male or female, what does matter is that he or she is well-trained and obedient and knows who that you are the
alpha dog and that he is at the bottom of the pecking order, below any children.
The sex of your cocker spaniel is purely a personal choice.
Puppy obedience training, given at an early age and reinforced at every subsequent opportunity, is very important if your puppy is to grow up to be a well-mannered, obedient dog.
It's also very important to teach children how to behave around a dog as many 'problems' between dogs and children arise as a result of inappropriate behaviour by the children.
Until you are really confident about leaving your dog and your little boy alone together, I would recommend that you supervise them at all times.
