Hi, I have a 15 Month Cocker Spaniel called Daisy who used to dig her water bowl. She also just loves playing in water and likes to put her feet in water when she's a little warm.
I put a washing-up bowl in the garden and filled it with water and she stopped digging in her water bowl.
Lot's of cockers love water. Hopefully, access to "play water" should stop her flooding your kitchen. :)

Water Bowl Digging by: Anonymous
My cocker spaniel used to dig in his water bowl and I discovered he just loves water and loves to play in it!
Give him a larger tub of water (enough to play in but not drown) and he should then leave his water bowl alone.
This at least worked for my cocker. We also take him to the beach for a swim regularly to satisfy his love of water.

Digging In The Water Bowl by: Anonymous
I've never heard of a dog digging in a water bowl!
Here are some reasons why dogs dig:
If your dog is left on his own, he may be digging because he's bored.
Dogs often dig to escape.
They dig the ground to make a bed before lying down to sleep.
His nails may be too long - they may be irritating him - he may need them trimming.
Some dogs have a hunting instinct which urges them to dig for prey.
Dogs will dig to bury food that they don't want to eat now but want to save for later. Our dog even thrown imaginery soil over his food with his back legs - he thinks he's burying it!
Unfortunately, this doesn't help you.
Is there anyone out there that knows why this dog is digging in his water bowl?
