Toilet Training Issues! Help!

I have a 9 month old female English cocker spaniel and she's still not toilet trained!

We take her for regular walks about 4 or 5 times a day but she never pees or poops outside. :(

We have had two trainers try to toilet train her and it hasn't worked. We have done probably everything we can, like giving her treats and praising her the rare time she pees or poops outside.

Please help!
