My puppy won't play with her ball either. She'll play hide and seek and chase games (when I let her) and she likes fooling around generally.
She loves her other toys and chews, but she's just not interested in balls or any game that involves a ball!
I've given up trying to teach her and have accepted that some puppies just don't like balls!

Not all puppies are playful - at least not straight away. Some puppies need to be 'taught' how to play.
Also, not all puppies are the same. Some like to play more than others.
Even once you've taught your puppy a few games, there's still no guarantee that he or she will want to play all the time, and not always when you want to play or as much as you want.
I read some good pieces on this site about teaching puppies to play but I can't remember where they were. Perhaps if you have a look around you'll find them?
